Objectives & scope
- A review of policy and expenders was conducted to: a) monitor compliance of the implementation of the NSB scheme with the objectives of the scheme; b) assess the effects of the implementation of the NSB scheme on primary and elementary schools; and C) provide a basis for proposing improvements in policy for scaling up of the scheme. Semi-structured interviews were conducted with officials (human resources to gauge their understanding of the process) working on the disbursement process at the Punjab School Education Department in the 9 districts Muzaffargarh, Nankana, Okara, R.Y.Khan, Sargodha, Sialkot, Chakwal, Chiniot and Khanewal. These included DDF (PMIU), Finance Department, SED, EDO-E/F&P (district), District Account Office, DEO, DDEO, AEO and head teachers to assess the effectiveness OF the processes adopted for managing the budget and expenditure under the initiative. A review of the NSB expenditure was carried out in 400 schools to verify the expenditure made under the initiative.
