Objectives & scope
- The evaluation will address all four expected project outcomes. It will be carried out in two project areas selected jointly by the evaluator/consultant and Plan. The review will cover the entire project period, from its start date of 1st September 2014 to May 2017.The scope includes assessing project results at multiple levels: in the targeted NFE Centers and surrounding communities, and among district stakeholders and institutions. It will also review all implementation activities, including those delivered by Solidar Switzerland’s partners — LEF and GD Pakistan — as well as the third-party consultant.The evaluation will measure the project’s impact on both primary beneficiaries — child laborers in slum areas — and secondary beneficiaries — community members, committee members, teachers, and other stakeholders.
