Objectives & scope

  • The assignment is to conduct a provincially representative baseline survey that combines household and school data to measure both education access and education quality. It will: Access: Establish benchmark school participation rates for ages 4–5 and 6–10, disaggregated by gender, using PSLM/MICS-based household survey methods. Learning: Assess foundational learning, especially Grade 4 Urdu reading, against PECTAA standards. Teaching Quality: Evaluate teaching practices, classroom management, and socio-emotional support using validated classroom observation tools.Infrastructure: Review availability, functionality, and climate resilience of school facilities, focusing on WASH, inclusivity, and learning environments. ECCE: Document ECCE implementation, classroom readiness, and early learning outcomes — only in schools with functional ECCE classrooms. Governance: Establish baseline data on school governance, specifically NSB fund usage and the role of School Councils.
