Objectives & scope
- This study provided evidence-based findings and recommendations to improve the delivery mechanism, monitoring, and sustainability of the Free Textbook Scheme in Khyber Pakhtunkhwa.The study assessed: effectiveness and efficiency of distribution, compliance with SOPs, stakeholder perceptions of impact on enrollment and learning, bottlenecks in supply chain, and alternatives for future implementation. A. Desk Review & Analysis Reviewed PC-1, project reports, monitoring reports, meeting minutes, disbursement certificates, and institutional records of KPTBB, PFTB Project, District/Circle Education Offices, Schools, and EMIS data. This was to verify planning, implementation, compliance, and objectivity in demand assessment. International and national good practices on free textbook distribution were also benchmarked. B. Primary Data Collection Trained enumerators from IER, University of Peshawar were deployed across districts. Tools were piloted in Peshawar with all stakeholder groups before rollout.C. Research Instruments Used: Questionnaires: For Students, Parents/PTC, Teachers, Head Teachers, and Education Managers (DEO, DDEO, ADEO) on impact, objectivity, and alternatives. Checklists: To assess physical facilities and SOPs for storage, handling, and inventory of textbooks at district, circle, and school level. Semi-structured Interviews: With PFTB focal persons and EMIS officials for qualitative insights. Focus Group Discussions: With E&SE senior management, DDEOs, and ADEOs to identify challenges and recommendations. Structured Interviews: With PC-PFTB, DEOs, and NGO heads on excess demand, surplus disposal, distribution delays in conflict areas, and policy for private no-profit schools.
